In reference to MT, yes, that's true of the default. But you can have pretty much any URL structure you want for permalinks using the Archive File Templates. dive into mark, an MT-powered site, uses a combination of date and post title in the URL, and it seems to be an emerging standard (at least for MT weblogs that want a custom URL structure).
